It probably should be moved, although I don't think it will make a whole lot of difference in how often or by whom the forum is used. People tend to find it when they need/want it, or else they just post in General and it gets moved. Or if it's something simple, it just gets answered there and drops off the first page pretty quickly. It hasn't been a huge problem that I've ever seen.

I don't think the forum merits its own moderator for a couple of reasons. The very few times we've ever had problems, it has been asshattery of a general nature which didn't need any sort of special technical insight to deal with. And it has been so rare that it doesn't warrant needing someone to monitor the forum minute by minute. In fact, it's pretty often the forum doesn't see a post or reply at all for days on end.
